Sustainability of HIV Services for Key Populations in East Asia (SKPA-2) Program

     

       “Youth for Health Center” (YFHC) is a community based, non-governmental organization for the community response to HIV in Mongolia. It provides support to the country’s policy, advocacy and health promotion on HIV. It has supported community-based responses to HIV across the country for almost 20 years. Since 2003, YFHC is implementing MSM program under the HIV project of the Ministry of Health (MoH) which is supported by the Global Fund to fight against AIDS, tuberculosis and malaria (GFATM). In addition, YFHC is currently a subrecipient (SR) and implementing country partner of Sustainability of HIV Services for Key Populations in Asia (SKPA) – 2 Program – a multi-country grant supported by GFATM – of the Health Equity Matters (formerly known as Australian Federation of AIDS Organizations)

YFHC is looking to recruit a full-time CLM coordinator who will lead the implementation of CLM activities under Objective 2 of the SKPA-2 in Mongolia at a national level and ensure lessons learned from the pilot project is used to implement CLM scale up. The CLM coordinator will by responsible for leading day-to-day management and design of all CLM HIV activities under the SKPA-2 project in Mongolia including management of serious incident follow-up protocols, coordination between CLM implementers, ensuring availability of CLM data, ensuring data from CLM results in CLM action planning and informs quality improvement plans at site level (health clinic) and informs advocacy plans above site level (including district, subnational/national).

 

Scope of work and tasks

 

·         Provide leadership and coordinate the day-to-day implementation of the Community Led Monitoring (CLM) workstream under SKPA-2 in Mongolia based on the approved Scope of Work and budget under the grant with technical support from the CLM TWG, YFHC, and Health Equity Matters.

·         Monitor the implementation of the activities by partners including CSOs implementing CLM and other CLM community partners.

·         Ensure proper coordination and buy-in of relevant decision makers and CLM participants.

·         Participate and play an active role in the CLM Technical Working Group

·         Ensure data quality of CLM data collection reports and the CLM database.

·         Oversee the development of a digital dashboard of CLM data in consultation with YFHC, community members with support from a specialized IT consultant to manage IT and informatics aspects of the dashboard

·         Oversee the management and follow-up of the serious incidents reported by CLM client forms through implementation of Mongolia’s “Serious Incident Follow-up Protocols” in coordination with the Human Rights & Gender (HRG) Advisor at YFHC.

·         Ensure that clients reporting serious incidents who consent to being followed up receive adequate communication and updates regarding the resolution of the issue/s.

·         Ensure connection and coordination across of CLM activities with SKPA-2’s other strategic and programmatic objectives including financial sustainability, programmatic sustainability, and mitigating HRG issues.

·         Support key population CBOs in implementing CLM and build their capacity through CLM capacity building activities

·         Support with conducting and organizing relevant CLM workshops and/or events

·         Advocate for greater support and buy-in to CLM from key stakeholders

·         Ensure utilization of the data gathered from CLM feedback to advocate for systematic changes - both health system and human rights and gender

·         Assist in developing materials to generate CLM demand generation materials and support the integration of CLM form into social media platforms and relevant websites

·         Prepare and present regular progress reports for CLM milestones for Mongolia under Objective 2 of SKPA-2

·         Support with analyzing information and drafting the findings gathered from the community-led monitoring activities and that it is included in CLM action planning and informs quality improvement plans at site level (health clinic) and informs advocacy plans above site level (including district, subnational/national).

·         Work with health facilities to implement quality improvement plans and improve key-population friendly services

·         Support with ensuring the privacy and confidentiality of CLM participants at all stages of the process.

·         Contribute to the development of advocacy messages and materials derived from the findings of community-led monitoring including supporting CLM action planning with the sites and TWG.

·         Other tasks as required related to Community Led Monitoring workstream

 

Selection criteria

 

Required

  • Bachelor or higher degree in public health, social science, medicine, statistics, demography, or a related field. Masters degree preferred
  • Ability to communicate written and oral in English
  • At least 5 years of public health and M&E experience, preferably in HIV field
  • Sound knowledge of HIV key populations
  • Understanding of Community-led Monitoring and data for decision making and to improve health programing
  • High ability to interpret data and key indicators into proper action pans
  • Ability to keep sensitive information confidential
  • Demonstrated experience in collecting, interpreting, organizing and analyzing data
  • Demonstrated clear and concise oral and written communication
  • Skills in technical document development
  • Understanding of human rights and patient rights in the context of health services and health data

 

Desirable 

 

  • Member of Key Population community member and lived experience as a key population in Mongolia.
  • Knowledge and experience of LGBTQI+ specific healthcare issues  
  • Demonstrated experience in working with HIV key community and general healthcare 
  • Tertiary qualifications or equivalent experience in LGBTQI+ movement and human rights movement, or a similar field.
