Sustainability of HIV
Services for Key Populations in East Asia (SKPA-2) Program
“Youth for Health Center” (YFHC) is a community based, non-governmental organization for the community
response to HIV in Mongolia. It provides support to the country’s policy,
advocacy and health promotion on HIV. It has supported community-based
responses to HIV across the country for almost 20 years. Since 2003, YFHC is implementing MSM program
under the HIV project of the Ministry of Health (MoH) which is supported by the
Global Fund to fight against AIDS, tuberculosis and malaria (GFATM). In
addition, YFHC is currently a subrecipient (SR) and implementing country partner of Sustainability of HIV Services for Key
Populations in Asia (SKPA) – 2 Program – a multi-country grant supported by GFATM – of the Health Equity
Matters (formerly known as Australian Federation of AIDS Organizations)
The MSM program
of YFHC is a subset project under the National Grant or GFATM supported HIV
project of the MOH with 3-year rounds. Current round will end with 31 December
2023 and duration of the next round is between 1 January 2024 and 31 December
2026. The National Grant focuses on evidence-based high-impact interventions
for key populations.
YFHC has two
financial staff for the both programs separately, an accountant of the National
Grant and a finance and operations officer of the SKPA-2 program. With enhanced
implementation of programs at YFHC, it is required to strengthen organizational
financial management. In this regard, YFHC is implementing a financial policy
to support their financial management and accountability. YFHC is now seeking a
Senior Finance Manager to oversee their work and to support separation of
duties of the SKPA-2 and the National Grant financial staff and ensure their
activities are in compliance with the above-mentioned financial policy.
Scope of Work and Tasks:

Assist the
Executive Director in general management of the project
●
Administer and manage Finance personnel in accordance
with personnel policies and procedures
●
Oversee financial activities of the National Grant at
YFHC
●
Oversee
financial activities of the SKPA-2 at YFHC
●
Ensure
compliance of the YFHC financial policy and other related regulations
●
Provide
prior review of payment per limits of authority
●
Provide
review for the payment requests in addition to the Executive director
●
Ensure the financial
activities are conducted in accordance to significant accounting policies
●
Ensure fair
representation of the monthly, quarterly, and annual financial statements in
compliance with local and international accounting standards; financial
management and disbursement arrangements for program operations are in line
with Global Fund Grant Regulation; and procurement activities and selection and
employment of technical assistance follow local and international procurement
policy on supply management
●
Ensure the
program financial statements are free from material misstatements including
omissions and errors and are fairly presented
●
Ensure the
utilization of the Grant proceeds fall within the scope of the program
●
Ensure
adequate supporting documentation has been maintained to authenticate claims
stated on the program financial reports incurred
●
Maintain
effective internal control over program financial and procurement processes
●
Direct all aspects of the project financial accounting
system, including managing cash flow, tracking expenditures and preparing
monthly financial reports
●
Oversee and
maintain the basis of preparation, presentation and submission of financial
statements to relevant agencies (PR, GF etc.) in a timely manner
●
Review
project financial policies and make relevant amendments to ensure program
sustainability
●
Engage in
other matters as required and instructed by the principal recipients of both
the National Grant and the SKPA-2 program, as well as the GFATM
●
Develop and
submit consolidated financial and tax reports.
Selection Criteria:
Essential ●
Education: Minimum of master’s degree in finance and economics; obtained
proper licenses would be preferrable ●
Work Experience: More than five years of experience in financial
and operations management, especially in a development work setting.
Preferably with experience in implementing programs supported by the Global
Fund to fight against
AIDS, tuberculosis and malaria or other international donors (i.e. ADB and WB
etc.); minimum 2 years of auditing experience; and experience in UNICUS is
preferred ●
Training Experience: More than 24 training hours in
subjects related to non-profit
organizations financial and
operations management. ●
Other Professional Skills: Proficient in oral and
written English business communication; operation of computer and other ICT
equipment; advanced knowledge
of MS Word and MS Excel; and familiar with data backup procedures. ●
Other personal skills: Detail-oriented; good communication skills;
strong drive and positive attitude; strong leadership skills; and able to
effectively influence and develop strong relationships ●
Working knowledge on international and domestic financial policies and
standards including but not limited to GAPP, IAS, SAS, and IFRS
Desirable ●
Other Desirable Qualities: With initiative and has the
ability to work flexible working hours; can work with minimal supervision;
open to learn; and can work well with a team. ●
Excellent understanding of diversity and inclusion, HIV key
populations and LGBTQI+ community, and human rights |
