ABOUT SKPA-2 PROGRAM
“Youth for Health Center” (YFHC) is a community based, non-governmental organization that has been leading community response to HIV in Mongolia for over 20 years. YFHC is currently a subrecipient (SR) and implementing country partner of Sustainability of HIV Services for Key Populations in Asia (SKPA)-2 Program.
The SKPA-2 initiative is a three-year, multi-country grant, funded by the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GF), spanning from July 1, 2022, to June 30, 2025. Its overarching goal is to enhance the sustainability of evidence-informed, prioritized HIV services for key populations across Bhutan, Mongolia, the Philippines, and Sri Lanka.
One of the core objectives of SKPA-2 is to accelerate the financial sustainability of HIV services for key populations. As part of this effort, SKPA-2 has provided technical support to YFHC in obtaining a license to operate a clinic. The next critical step is to prepare for accreditation. However, YFHC has limited experience in managing a registered clinic. Therefore, it is proposed to engage an experienced and qualified accreditation expert to provide guidance and support during the early stages of clinic operation.
ROLE OF THE TECHNICAL CONSULTANT
1. Guide the clinic staff in the development of essential operational documents necessary for effective and compliant service delivery.
2. Support the development of Standard Operating Procedures (SOPs) aligned with national guidelines and assist in implementing quality assurance systems to monitor service delivery and improve care outcomes.
3. Organize training sessions on accreditation standards, criteria, and indicators, and provide guidance in creating a comprehensive accreditation preparation plan.
4. Develop and submit a set of actionable recommendations to help the clinic meet accreditation requirements effectively and within the proposed timeline.
REQUIRED SKILLS, EXPERIENCE, AND QUALIFICATIONS
Required technical skills
· Medical doctor
· Officially trained in quality management, patient safety or international standards on quality and safety of medical services
· At least five (5) years of experience as accreditation expert
· Experience of working in projects promoting or implementing quality and safety of medical services
· At least 15 (collectively) years of experience of working in both private and public hospitals/clinics
· Proficiency in English
Required soft skills
· Well-developed academic writing skills
· Good communication and networking skills
· Ability to work under tight schedule.
DURATION OF CONSULTANCY SERVICE:
5 consultancy days allocated between 1 May- 15 June 2025, according to work needs.

PAYMENT DETAILS
Consultant's fees (senior) rate per day 218.91USD x 5 days =1,094.5USD
